8 Eugene, OR Eugene, OR Full-time Full-time $69,534 - $86,653 a year $69,534 - $86,653 a year General Statement of Duties The City of Eugene's Homeless Services Team is seeking a motivated, creative, and strategic individual who thrives in a dynamic work environment to join the team as a Homeless Services Coordinator.
The position will support the team's work expanding access to supportive services and shelter, will increase awareness by stakeholders and the public about City homelessness efforts, and will collaborate in other varied and emerging efforts to assist people experiencing homelessness.
The Homeless Services Team's portfolio is in a place of exciting growth and new opportunities to better serve our community and improve services for people who are unhoused.
The ideal candidate will be highly motivated, adaptable and ready to contribute to this growth through collective learning, considering new approaches, project management support, communications, and proactively furthering equity in our work and in the City organization.

Non-Represented Retirement Program:
?Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS).
In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
Bilingual Pay Benefit:
This position qualifies for up to an additional 5% of base salary for bilingual pay.

Acting-in-Capacity (AIC) Opportunity:
Open to full-time, part-time City of Eugene employees.
Temporary and Limited Duration employees are not eligible to apply.
You must meet the minimum qualifications for the AIC position.
This AIC assignment could last up to 18 months, per business need.
At the end of the assignment, you will return to your regular position.
You must receive permission from your supervisor to apply.
Note:
If you are on probation, it may impact supervisory approval to apply for this opportunity.
AIC pay is determined based on the applicable collective bargaining agreement or APM.
Pay placement will be the minimum of your current pay so long as it is not above the maximum of the AIC salary range.
If you are in a position that is at the same salary range as the AIC that you are applying for there may be no change in pay for the AIC assignment.
Limited Duration (LD) Opportunity - AFSCME:
Open to full-time, part-time, LD, Recreation Activity Employee City of Eugene employees.
This LD position could last up to 18 months per business need.
LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment.
If you are currently an employee, you will not have rights back to your current LD position.
Employees hired into LD positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below.
The salary schedule for LD employees is the same as used for regular AFSCME employees.
The normal starting salary is the first step shown on the posting.
Other placement in the salary range may be considered depending on qualifications and experience.
LD employees are at-will and don't have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.
LD employees will receive City health plan coverage for themselves only.
Dependent coverage is available at full cost to the LD employee.
Examples of Duties Performed - Duties may include but are not limited to the following Staffs the Community Court provider room, coordinating on-site schedules amongst social service providers and Municipal Court Staff.
Partners with the Community Court program coordinator to support the functioning of the provider room as a day access resource center.
Supports the Homeless Services shelter programs manager in evolving the City of Eugene's shelter network towards greater impact and interagency collaboration, through coordination and support for an array of project management needs, including planning, monitoring and evaluation.
Develops and maintains computerized databases to track program and operational activities and outcomes, and synthesizes and interprets data related to program activities and outcomes.
Performs a variety of research in support of Homeless Services initiatives, including gathering information from other localities, reviewing legislation and regulations, and helping analyze potential opportunities and challenges of new approaches within our local context.
Helps maintain positive relationships with partners and helps recruit non-traditional stakeholders into partnership with Homeless Service program.
Models commitment to core organizational values including equity and human rights, sustainability and the Triple Bottom Line framework, and collaboration with neighborhood and community organizations.
Responds to general questions, concerns and complaints from stakeholders and the general public, and helps to resolve issues.
Supports the Unhoused Response Communications Manager to develop content for the Homeless Services webpage and supports other communications activities as needed.
Serves as a liaison to other departments, external entities, committees, commissions, and the public.
May serve on or provide professional staff support to City committees and task teams.

Four years of paraprofessional experience in the program or operational area or a related field, including at least two years of experience at the paraprofessional journey-level.
Training:
Equivalent to an Associate degree with major course work in the area of assignment or a related field.

Bilingual Pay Benefit:
Per the AFSCME contract, the City shall pay an employee an additional five percent (5%) for a required intermediate or advanced level competency.
To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

The check will bounce and the victim is left responsible.
