Accounting Analyst II

General SummaryUnder the general supervision develops, implements and operates accounting, forecasting, reporting and analytical activities to support:
executive decision-making, Board & associated committee reporting, local, state, federal regulatory, grantor and auditor requirements.
Essential Duties & Responsibilities Revenue GASB, GAAP and LTD accounting policy and process subject matter expert Work closely with the Controller to design and implement new revenue model processes or improvements to existing revenue processes.
Collaborate cross-organizationally to ensure that revenue accounting processes are efficient, effective and result in limited lag from service delivery/expenditure to reimbursement/collection.
Work closely with the Controller and Finance Director to develop and implement a predictive cash flow model Provide senior management the analysis, scenario modeling, narratives and information they need to make operational, financial and strategic decisions.
This analysis includes, but is not limited to account balance variance analysis, predictive analytics, payroll tax analysis, rolling forecasts and financial modeling for collective bargaining negotiations.
Ensures that revenue accounting activities (journal entries, closing entries, reconciliations, internal controls, etc.
) are conducted and reported in accordance with Generally Accepted accounting Principles (GAAP),that financial reporting complies with GASB requirements Provide accurate and timely monthly revenue analysis for the monthly financial Board of Director reports.
Works cross-organizationally to explain variances, identify trends and recommend actions.
Ensure that written processes exist and are updated for all owned processes and reports.
Develop innovative solutions/recommendations to streamline processes, increase operational efficiencies and reduce cost.
Train relevant LTD employees to ensure compliance with LTD policies, GASB, GAAP revenue requirements.

Education and course work can substitute for years of experience.
Typical qualifications would be:
Experience:
A bachelor's degree in accounting, Finance, Business Administration or related field (experience performing the duties described above may substitute for the degree requirement on a year-for-year basis).
Three years' experience working in governmental, municipal or fund accounting required, including working with preparation of comprehensive annual financial reports and federal reporting requirements.
Demonstrated experience coordinating and overseeing financial projects and audits; and experience working with computerized general ledgers and accounting systems Intermediate or advanced excel Strong problem solving, analysis, modeling and reporting skills Knowledge of FTA and ODOT guidelines for grants accounting and reimbursements a plus Technology Skills Microsoft Office Suite - Outlook, Word, Excel, PowerPoint, Project, SharePoint, Visio, TeamsCompetencies for Successful Performance of Job DutiesKnowledge of:
Knowledge of accounting theory; principles, practices, and current accounting standards (GAAP & GASB), and their application to a wide variety of accounting transactions and problems.
Experience in analysis, scenario modeling, reporting, forecasting, and coordinating cross-organizational projects Position Type and Expected Hours of Work May work in a normal office environment and/or remote office as approved.
Will sometimes be required to work and/or attend meetings or events in public and at all LTD locations.
Monday through Friday 8am until 5pm Occasional abnormal hours are expected and required for specific events and to reach all employees.
This position is a full-time, exempt position, eligible for the regular administrative benefits package.
The pay range is between $60,168.
32 and $81,401.
73 annually.
Travel Travel within the metropolitan area is required.
Occasional travel outside of the region may be required.
