The incumbent in this position is assigned to VA Roseburg Healthcare System and provides case management for a case load of veterans in the HUD-VASH program. The incumbent is responsible for reviewing agreements between Section 8, landlords, Public Housing Authorities and the VA in establishing appropriate referral sites for HUD-VASH placements.
Duties include but are not limited to:
Performs site visits of HUD-VASH apartments to ensure that veterans reside in safe environments in compliance with local housing codes
Verifies the veteran's status, eligibility for VA medical care, and eligibility for program participation Responsible for ensuring that homeless veterans are considered as primary participants for program acceptance
Collects and submits HUD-VASH Program participant data as outlined by NEPEC evaluation procedures
Provides HUD-VASH case management
Coordinates care including serving as an advocate on behalf of the veterans
The incumbent actively participates in the HUD-VASH Program conference calls and attends training offered by HUD-VASH
Follows local policy and SOP for the HUD-VASH Program
Actively participates in program planning and development
Conducts Psychosocial assessments to determine needs of veterans and family members
Actively participates in the treatment planning process with other disciplines
Provides individual, family and group counseling as appropriate. Provides consultation/education to veterans and families on community resources, advance directives and VA benefits
Acts as liaison between VA and community resources, to include marketing and public relation duties as needed
Coordinates treatment and communicates with the care lines to facilitate continuity of care for veterans
Participates in a rotation of on-call social workers, including modification of tour of duty to accommodate patient care needs on weekends
BASIC REQUIREMENTS:
U.S. Citizenship
Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensed or certified by a state to independently practice social work at the master's degree level.
Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies up to the GS-11 full performance level. VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within 3 years of their appointment as a social worker. Most states require 2 years of post-MSW experience as a pre-requisite to taking the licensure/certification exam, and VHA gives social workers one additional year to pass the licensure/certification exam. In California, where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master's level within one year of meeting the full California prerequisites for licensure.
Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. At the time of appointment, the supervisor, Chief Social Work or Social Work Executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. Failure to become licensed or certified within the proscribed amount of time will result in removal from the GS-185 social work series and may result in termination of employment.
Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-185 social work series and may result in termination of employment.
Physical Requirements. Per VA Directive and Handbook 5019, a pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness of candidates for appointments in the VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies. All of the above reports must be completed within 90 days of appointment.
English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A. Paragraph 3J, this part.
GRADE DETERMINATION : GS-9 IS THE ENTRY LEVEL for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS-9 level are working toward completion of prerequisites for licensure or certification. NOTE: Social workers with more than one year of post-MSW experience may be appointed at an advanced step within the GS-9 grade commensurate with their years of experience.
SPECIALIZED EXPERIENCE FOR GS-11 LEVEL : Requires a minimum of one year of post-MSW degree professional social work experience in the field of health care. This experience must have been in a clinical setting and must have demonstrated the potential to perform advanced assignments independently. (A clinical setting is a medical center, clinic - medical or psychiatric, residential treatment center, or any other type of facility where social work participates in a collaborative treatment and is identified with the medical profession.) Experience must have been obtained AFTER earning a Master's Degree in Social Work.
SUBSTITUTING EDUCATION FOR EXPERIENCE AT THE GS-11 LEVEL : To meet the required specialized experience for the GS-11 level, applicant may substitute a doctoral degree in social work from a school of social work. You must submit a transcript to receive credit for this education.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
