The Finance Division at the City of Eugene is recruiting for two Senior Financial Policy Analyst positions.These positions work as team members in the Budget and Analysis section of the Finance Division, operating in a collaborative work environment, to provide highly complex support and financial consulting services to the City Council, Executive Managers, Departments, and other staff.

Key duties and projects of these positions may include:
Developing complex background information and recommendations for decision makers on a variety of subjects including property tax, urban renewal and new revenue analysis issues;
Completing legislative review and impact analysis related to a variety of subjects;
Participating in a cross-functional team effort regarding telecommunications, electricity, cable television and natural gas franchise fees and taxes;
Providing financial analysis of operational impacts for a variety of initiatives or proposals;
Writing reports and presenting information to policy makers and citizens on a wide range of subjects;
Facilitating group meetings and negotiating effectively on behalf of the City.
Assisting with planning, issuance and debt management activities
Developing tools for use by the public, staff and policy makers to increase accessibility to and understanding of the Citys budget and Finance Divisions work.

Minimum Qualifications
The Senior Financial Policy Analyst will perform a variety of analytical and technical tasks in the Finance Division, while acting in a consultative role to provide highly complex policy and financial decision support to the City Council, Executive Managers, and other staff.The successful candidate will also investigate and analyze complex operational problems, processes, and procedures; develop policy recommendations; report findings and conclusions; implement or coordinate implementation of policy and monitors results.
In order to successfully complete these responsibilities, the following minimum qualifications are required:
Education : Candidates must possess the equivalent to a bachelors degree from an accredited college or university with major course work in accounting, finance, business administration, planning, public policy, public administration, economics, or a related field. A masters degree in a related field is preferred.
Experience and Training:Five years of increasing responsibility in financial analysis, debt management, franchise agreements, or a related field, preferably in municipal government.
Other combinations of experience and education that meet the minimum requirements may be substituted.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
